Design REST endpoints (Open API spec) covering each workflow with role-based scopes (operator, lead-operator, admin). Build the Vue.js admin dashboard consuming the API: 5 main pages + 1 settings page. Implement JWT-based authentication with refresh tokens. Deploy API to Railway, dashboard to Netlify. Deliver both GitHub repos, both staging URLs, the Open API spec, and a 4-page handoff brief covering RBAC matrix + deployment notes.
