What this challenge is about.
Design a 12-month ecosystem strategy to grow active third-party developers in Italy and Spain by 3x, including governance rules, incentive structures, and partner tiers. Constraints: budget cap of €1.5M, must coexist with Visa's existing partner programs, and cannot rely on regulatory privileges. Success means a strategy deck with a defensible logic chain from levers → developer behavior → ecosystem KPIs, plus one detailed playbook for activating a specific complementor segment (e.g. expense-management SaaS, lending fintechs). Interview at least 2 developers or fintech founders to ground your assumptions.
